What you have done is the correct process, but there may be a Toad option stomping on you.
On the Toolbars/Menus | Toolbars page in Toad Options there’s an Auto-save current desktop option. If that is checked then you will need to perform the same steps you have done, but with only one Editor open.
When auto-save desktop is enabled, the last Editor to close will save its desktop, overwriting anything you have done in a previous Editor session.
Make sure only a single Editor is open and try again. Let us know how it goes.
