We are using Oracle 12c enterprise edition on CentOS 7 . We are able to create the SID and connect the server but once we restart the server, we are unable to connect the same SID.
What could be the reason, kindly guide the same.

Almost assuredly not a Toad issue, and you may need to engage Oracle Support, but before you do, a couple things to consider, assuming that you also started the Oracle database after re-booting the server:
Did you make sure that the Oracle listener is up and running?
If you have multiple listeners or Oracle clients, make sure you are using the appropriate one?
