API for ORACLE sql optimizer

I’m asking If there is API’s that I can use to optimize sql programmatically For example can I use library to give it sql and it return me Array of Optimized sql and plan cost ?

Are anyone know something like that ?

The Quest SQL Optimizer for Oracle now does not provide an API with the functionality you mentioned.
