Create Pluggable Database:
New options have been added to the end of the “Create Pluggable Database” dialog that will automatically add the new entry to your tnsnames file, add a new node to the database browser tree, and start the new database.

Looks like there’s an issue with the auto download within Toad. One of the developers will need to look into this.
