Not able to see the connection manager fully, which is partially visible.
Would be nice to see a snap shot of what you're describing.
In any event, first thing I think of that impacts the visual aspects of Toad products is the screen resolution and font mag (DPI) you're employing. Check to see that your monitor screen and font sizing parameters are withing tested specs, per excerpt below (from TDP's Release Notes). Anything over these thresholds can make the GUI pretty wonky in places.
