debugger issue

12.5.0.84

Stepping into the debugger on a packaged procedure:

Step through package initialization is being ignored. I have it turned off but it’s stepping through anyway.

I only debugged one procedure, but I assume it would be for all in that package, probably all packages.

This was in 12.5.0.84 (x64) connected to a 10.2.0.3 instance via an 11.2.0.1 client
