Editor "Load at caret" only loads package body

In the editor window, when you right click on a work and select "Load Object at Caret" option then if it is a package it will loady the package body only.

In Options -> Editor -> Open/Save -> Pakages/Types I have "Load Spec and Body as pair" selected so I think it should load both. It is the only load that doesn't obey the rule.

I'm version 14.2.17.957. It has been like it for several versions. My bad for not reporting it before.

Still and issue in 16.2.64. Hopefully, a simple fix of copying/running the package load code from the likes of the describe window.
