For an Oracle Database and APEX which windows server will work better Windows server 2016 or Windows server 2019

Not hands on with APEX, but I would imagine 2019, if you get the choice, since Oracle does support APEX on that server... I would look at the Oracle install requirements though to make sure there are no gotchas.
