Oracle does not allow this, so the only way to do it is to create it in a
different schema, and then copy the data over.

That’s like asking “How can I change the county a of town?” The
technical answer is: you can’t. The practical answer is: you create a
new town in the other county (it can have the same name as the original
town), move all the inhabitants to the new town, and then remove the old
town.
