What is the name of the folder on C: drive where the TNSName.ora file is stored?

Anything you want it to be if you use TNS_ADMIN. If you’re looking for existing tnsnames.ora file, search for it. If you’re trying to setup a client then the
easiest option is to dedicate a folder for your net configuration files (tnsnames.ora, ldap.ora, sqlnet.ora) and store those files in that folder. Create a new environment variable named TNS_ADMIN and set its value to the folder you created.

The
Oracle documentation spells out the search order for locating those files. They can be placed in several locations depending
on your needs, but TNS_ADMIN is the easiest and ensures that all of your clients and tools share a common set of options and connect descriptors.
