in editor, i did not see the option (right-mous) , fold all BEGINs, for example.
Where may I find this option ?

Major code constructs should be folded by default, including BEGIN/END pairs, LOOP constructs. IF-THENs, etc.
To ensure code folding is enabled, choose
View | Toad Options | Editor | Behavior,
and then select the “Enabled” checkbox within the “Folding” section.
Alternatively,
you can add your own code fold boundaries anywhere simply by surrounding the desired code with a pair of /startfold/…/endfold/ comments.

But, in previous versions, there was a command “Fold all BEGIN or LOOP or …) in the right-click context menu in Editor.
Where is now this command ?

There is no rt-click to fold right now. Fold all/Unfold all should be surfaced, but doing so on individual token types is no longer possible as it was before.
