Toad datapoint gives a "Creating application window- 50%" and persists on the screen. It is not a memory issue

If you haven’t already, please open a Quest Support ticket so the issue can be investigated in detail.
In the ticket, please include the following information:

TDP version and edition
-
Operating system version
-
Whether the issue occurs on startup every time or intermittently
-
Whether TDP was recently upgraded before the issue appeared

Have you already tried a clean installation, and if so, did it resolve the issue?

Logs
Our Support team will proceed with the next steps once the details are provided.

We don’t have support but if multiple users are having the same issue, I was just wondering if the bug was fixed.
