TOAD does not always update to latest Beta (64 bit)

TOAD prompted me to update from 13.1.0.25 to 13.1.0.28 at startup.

I confirmed, the download started and once it was complete, I confirmed to have the new version installed and to restart TOAD.
TOAD was closed, the installation routine executed, and TOAD was started again.

Problem is, that I got the same prompt again, TOAD was still at version 13.1.0.25.
I repeated the steps above, still at 13.1.0.25.

Afterwards I downloaded the update manually and now the version is 13.1.0.28 as expected.

This has happened before with some previous versions, but usually the update works fine when performed by TOAD itself.

Am I the only one with this problem? Thanks!
