With the new Beta, there is no way for me to use this feature any more.
Steps to reproduce:

Type into a new editor window:
dbms_utility.

Wait for the picklist-dropdown to appear, or trigger it manually.
List appears as expected.

Cancel the dropdown or use any of the suggestions, doesn’t matter
-
Trigger the dropdown again
The only entry in the list is “DBMS_UTILITY”
I'm looking at this. As a workaround you can disable the "Cache Code Insight results" option on the Editor|Code Assist options page.
