Email from TOAD 4.3 failing in Outlook 365

I have migrated from a Windows 7 machine to a new Windows 10 laptop and upgraded from TDP 3.6 to 4.3. My automated jobs are running fine but the final email step is failing. I have Telneted the email server and a test email works.
I get

It certainly looks like this is a Windows 10 issue as nothing has changed in the smtp settings or the job itself

Hi, is the error you write about in Email Server Setting at Toad Data Point 5.1 ?
