What operating system are you on? 32 or 64 bit Toad? Could you also send the c:\users<your user>\AppData\Roaming\Eurkalab s.a.s\EurekaLog\Bug Reports\Toad.exe\Toad.log
file?

Your server is realy on big load 75% memory with big swapping … this is not good for any Windows client installation.
Next, do not know your Windows regional settings … should be same (compatible!?) with oracle one …
last, but not least, according ToadforOracle_Base_Edition_Installation_Guide on page 5 there is:
Oracle Client or Instant Client 10.2.0.3/10.2.0.4
Regardless, I couldn’t find for version 12 this pdf, this might be the part of problem (you have 10.2.0.2).
If your Office installation is working correctly (no other apps has problems when calling Word, Excel etc), then I do not have any other idea what else could be wrong.
P.S.
Have you tried to export simple table (only varchar2 and integer (no dates and commas and decimal points)) and with few rows? If not please do that…maybe some strange types (NLS conversion happened) … just thinking loud.
