I would see or recording or monitoring , when the temp-tbs is in using (at example : by a sort or others) .
I don’t know of a good way to determine if it is being used at that very moment, and by which session, and what the session is doing. You can get some statistics about reads and writes of a temporary tablespace by looking in V$TEMPSTAT, but I don’t think this is what you are asking for either.
