How to install Server Side Objects in version 12.12

It seems my Server Side Objects menu option is missing from Database -> Administer. I want to install Toad Objects into a central Schema and can’t figure out where to go to do it. In the end I want to enable Team Coding.

Can you get to the Team Coding | Configuration menu choice off the main menu bar?
