How to load a picture into a certain BLOB field ?

Assume I have a picture in a file

D:\test\myproj\somepic.jpg

I want to load this picture into a table where a column “pic” can hold BLOBs

How can I load this picture with Toad?

Double click on the column in the grid and the Blob editor will appear where you can upload the file.
