How to solve the FK's w/o Matching Indexes (or an unusable one) (# tables)

Can you please help me understand and fix this issue?

Check if there is an index on the foreign key (doesn’t get created by default).
Also check if the parent-child fields have the same datatype and size

There is an indexes which is unique one related to the PK, datatype are the same, still not understand why toad is listing it.
