In oracle, can I use toad to create an ETL?

My boss told me to create an ETL. I googled it, but dont know if I need permissions to do it or what it entails...

I know how to make tables by running scripts.
So
Is an ETL a "thing" I can make somehow?

Any leads appreciated!

ETL is an acronym that generally stands for Extract/Transform/Load, referring to the steps needed to get data from one place to another. Depending on the nature of the data, where it comes from and where it goes, ETL could mean a lot of things to a lot of people. For some customers that I talk to, ETL is a very involved process that includes a dozen different products to accomplish their ETL requirements, including datatype changes, reformatting, de-duping, code translation, etc. For other customers, a single product might do the job.

Depending on your ETL requirements, you may want to download a trial of Quest's Toad DataPoint product, as it can access data on more than 40 different data sources, and contains some ETL capabilities. Might just meet your needs.
