We've seen this happen when Toad is installed over top of an older Toad version,
or 2 versions of Toad are pointing to the same application data folder.

Close Toad. Go to options > General and locate your application data folder.
Remove the folder named after the version of Toad (11.1). Run Toad and when
prompted you can then let Toad migrate your user files over from a previous
version.

If you actually installed Toad 11.1 into an existing Toad folder, I suggest you
uninstall all instances of Toad on your machine and re-install into their own,
fresh directories.

Each TOAD version installed in different folder still you get this message.

Probably TOAD guys can tell the solution, it is an internal.

FYI this message was displayed when I had only one version of TOAD

Did you copy user files from a previous installation instead of using the
official method of migration from the Toad initial setup wizard? You can confirm
that Toad is using the new user files if the files in your \RuleSets
folder have a modified date of August 17, 2011. If they have a modified date of
March 29, 2006 then you have old user files and you should follow Brad's
suggestion of removing your appdata folder and starting Toad.

Didn’t copy any file from user file.

Also I don’t get migrate any file while installing new version.

I allow the new version to be totally new.

I recall seeing this with a corrupted … was it keyboard? … file. Deleting
that file cleared up the issue for me.

I am about 99.99% positive that closing Toad and deleting the appdata\Rule Sets
folder will resolve the issue. It has been the case in all previously reported
instances of this new tab LIOOB error in Toad 11. I was trying to get more
information out of the user as to what they did during installation to assist
with future cases. It would be helpful if the original poster would list the
modified dates of the rule sets files. I know they said a new installation, but
evidence shown in all previous cases revealed copied rule sets from another
installation. This is the 4th or so case of this and we'll most certainly see
more of them as more users upgrade.

This Toad.elf is reporting errors from Toad 9.6.1.1 including an AV that
occurred yesterday and another AV from Toad 11 on November 30th. It appears as
though you have multiple copies of Toad running from the same appdata folder.

Correction, my ELF reader has merged results. Your errors in that ELF are all
from Toad 9.6.1.1 including an AV from yesterday. Check your AppData folder for
your Toad 11 installation. It’s location can be found in Options|General.

I am having the same issue. I followed your instructions to remove all previous versions and reinstall 12.1 and I’m still getting the error. Please advise where Options|General is as I have no clue as to what that means…

This is a two year old thread. Options|General just means the General page in the Options dialog. Send the Toad.el file in your user files folder.
