Hi I am trying to Optimize my select Statement.But in my toad version(12.1.1.1.)
Database->Optimize->Oracle Tuning Advisor is disabled.
Let me know if I need to download any updates.

Oracle Tuning advisor uses an OEM licensed feature in Oracle so first you have to make sure you’re licensed through Oracle. Next, go to options > Windows and
make sure that “Available” is checked for this window.
