Oracle SQL SFTP?

I'm browsing for methods to automate the upload of a text file to a server using SFTP. Most answers are from about a decade ago, saying "not really possible directly but there might be a roundabout way to do it via Java, which is not very secure". Is this still the state of things? I'm not sure whether to advise my organization to try allowing non-SFTP FTP access, or to attempt this Java workaround idea, and neither sounds like a good solution since we're handling employee data.
