Thank you for testing Team Coding in Toad 12 beta.
I can re-create this error. An Admin user can work around this because the mirroring can be saved when editing the Code Collection item. There appears to be no work around for a non admin user.
I will update the groups once this is addressed.

Hi,
We are conducting extensive testing of the TOAD v12 Team Coding functionality integrated with Team Foundation Server 2012, but having trouble with the Mirroring feature.
When connecting as a “developer” who does not have the TC_ADMIN_ROLE, selecting the Mirrored checkbox does not work (as described in 3. Below from Toad Help).
DEFECT: You can select the checkbox, but this is not saved. Only users with TC_ADMIN_ROLE can Mirror a Code Collection.
