I am planning to use TOAD 12.x and need advise if the session browser allows viewing sessions from all RAC instances when i am logged into one of the instance.
Do the session browser use v$session or gv$session?

Yes the Session Browser shows all sessions and uses gv$session.

Yes. btw…When you connect to a RAC db, it’ll automatically use the gv$session view, and there is also an option (checkbox) to turn that off and use v$session
views, if you wanted. If you’re connected to a non-RAC db, it’ll use the v$session views by default.
