Found a bug. When in the sql editor and you click on a procedure or function in the navigator pane, the clicked object can be anywhere on the page. In 12.6, the clicked object is in the middle of the page. It looks like when the clicked object is below the current line of the file the clicked object is the last line of the page and the opposite, when the clicked object is prior the clicked object is on top.
