That comes from the STATS$SQL_SUMMARY view, which is captured from V$SQL.
According to this: docs.oracle.com/…/dynviews_2113.htm
it is microseconds, but it could be different for a different version of Oracle, so check the documentation for whatever Oracle version you are using.
