Toad 12.7.1
On 99% of our packages I format the code and it works great, but on 1% it ignores all of the formatting rules and behaves strangely. The spacing, indents, parenthesis, etc. are all positioned differently. I can’t tell what is different. I’m using the exact same editor. I have both packages opened in different tabs. Click format on one tab and it works, format the other tab and it doesn’t. I’m hoping this has been discussed already (I tried to find an answer without luck).

12.7 is not one of the most recent versions, and your reporting is very vague, what should I do with it? Please provide concrete cases (provide source snippet and copy of formatter options, formatter does this, doesn’t do that etc.)
