TOAD on Citrix license not seen by all users

We have installed TOAD on Citrix and have tried to install the license key as admin, but TOAD is still asking each user for a license key. Is there more current documentation for how to install on Citrix to solve this? Web searches are finding what looks like outdated documentation with somewhat conflicting information.

I would contact Quest Support for their latest documentation on this....

hm...do not know if there is license for citrix, but toad saves license in each user profile...so do it once and you will be ok
