What I was doing to get this error was I double clicked on the file that I have in the Project Manager. I got this error and my file was brought into the editor. When I tried to re-create it, it no error occurred.
This is fixed in next beta. Anonymous blocks are triggering it and it should only occur once during your Toad session.
