Cant change Privileges on Published Workbooks

I have published a lot of Toad Workbooks to Toad Intelligence Central. I now need to deploy them to end users and need to create a new group and grant visibility to these objects. I am not able to publish to a secured folder due to a Quest bug (last.first is not supported with Secured folders). I can't find a way to edit the privileges of a Toad Workbook in an unsecured folder. When in the Toad webpage the right side detail does not populate. That is where I would normally edit privilege's. In Toad when I focus the Toad Workbook in the tree there is no menus options for editing the file. Looks like my only option is to republish? Is there another way?
