Most times people try running older 32-bit toad version on 64-bit windows and they install oracle 64-bit client rather than 32-bit client and get this error. There are blogs on toad world about this. This is most likely the issue.

Most times people try running older 32-bit toad version on 64-bit windows and they install oracle 64-bit client rather than 32-bit client and get this error.
This is not the case. 32-bit Toad will not recognize 64-bit clients. Prior to Toad 12.1 Toad would simply throw a message up that you have no clients installed.
Beginning with Toad 12.1 the message has been updated to say that no X-bit clients were detected, but at no time has Toad ever tried to use the wrong client producing this error.
What client version are you using?
