you haven't give us much to work with, but I suspect you either have no
oracle client installed, or, you are running a 64 bit Oracle client -
Toad needs a 32 bit client at the moment.
When I installed the Oracle Client and Toad on Windows XP
there is no problem, when i Installed it on Windows 7 i
found that error.
I'm not 100% sure, but I don't think that Windows 7 has been validated
as a platform by Oracle yet. (I could be wrong, in which case other
Toadies will correct me!).
Toad itself has definitely not yet been validated on Windows 7. (Same
disclaimer applies though!)

I’m running Win7 64-bit and Toad 10(fully patched) and Oracle Client(full,
32-bit) 11.1.0.7 and connecting to 64-bit 10g and 11g databases w/o problem.

So far Toad 10.1.1 and Oracle 32-bit Client ver 11.1 work fine with Win7 64-bit.
The Oracle Client installed complained a little that the OS was not certified but after clicking the check box to override the check it installed fine.
I solved the issue installing ODTwithODAC112021.zip :
–select Oracle Data Access Components for Oracle Client
–provide the Oracle destination folder c:\oracle
–uncheck Oracle Services for Microsoft Transaction Server

In some cases this can be caused by a dependency the client has on the MS VC++ Redistributable. You could try to install it and see if that helps. If you're using 32-bit client and Toad then use this one. If using 64-bit use this one.
If that doesn't work and you're on Toad 12.5 or older you could upgrade to 12.6 or temporarily download/install the latest Toad freeware. 12.6 introduced additional error reporting if additional messages are available. Reproduce in 12.6 and perhaps you'll get a more useful message.
I would try the VC++ 2010 redistributable first, x86 (32-bit) version. It's a small download and install. Next, I'd grab 12.6 freeware to reproduce in case additional messages are available.
If you have any other Oracle clients installed, check to make sure that the one you want to use in Toad is first in your path. Normally you shouldn’t have to do this but there are a few kinds of Oracle clients out there that came with an instant and non-instant together that caused problems for Toad.
