If an existing workspace is saved and then opend again, the changes are not saved. There also is no error message.

Which version of Toad are you using?

This is stil ongoing problem until now with their latest version Oracle17 Patch 1.
I just tested this and for me it worked as expected. Here's what I did:
Can you provide some details on the problem that you are experiencing? Specifically, what are you doing in Toad that is not getting saved into a workspace in Toad 17.0?

Thanks John for responding. I think I found the root cause. ( but im not sure yet. this is just my observation but i feel make sense) - correct me if i'm wrong
If I have multiple session of TOAD open and since my settings for workspace are auto saved, it seems it is overwriting each other. so while i create new tabs and save it, the other session (since it is auto save) might overwrite the saved workspace so that might be the reason why i thought my workspace was not save.
If i only have 1 active session of TOAD, seems working fine.

Yes, if you have multiple Toad instances running at the same time, they will overwrite each other's settings. Whichever one you shutdown last "wins".
If you want to start a copy of Toad that makes its own copy of settings so nothing is overwritten, start it like this:
"C:\Program Files\Quest Software\Toad for Oracle 17.0\Toad.exe" /VIRTUAL
