In fact I have two questions to ask. Firstly, Since I faced problems in my local database, I’ve created a new database as mentioned the picture below:
How can I connect that newly created database in Toad?
Secondly, how can I set the nls_characterset feature of the oracle database 10g?

Couple of points. First, we dropped the new database wizard in Toad – so you must be using an old version. We dropped it because Oracle DBCA utility was better
at keeping up with all the new features and nuances for creating a database. Second, learning how to create, configure and connect to an Oracle database is really not a Toad question per se – so wrong forum. For example if you created the new database, you
probably now need to configure Oracle listener via the tnsnames.ora and listener.ora file, or better yet use Oracle’s NETCA.
What I’m trying to say is Toad cannot eliminate the need for deep Oracle knowledge on some complex tasks like creating and making available for access a new
database ……
