1.Create a csv file in excel and save it

  1. connect this csv file in TOAD

You will need to install the Microsoft Access Database Engine: https://www.microsoft.com/en-us/download/details.aspx?id=13255.

Please select the same bitness (32-bit or 64-bit) as your Toad installation.

Had the same issue, following an upgrade Excel 2016. Tried your suggestion and it worked…
