Export to XLS has wrong create date

We had an important report being generated from TOAD and some concern was brought up why the "created" date is wrong in the excel file. Can this be fixed.

How do you get that dialog?
I did Export Dataset (from the Schema Browser) to an XLSX file.
Then, in windows, right-click -> Properties shows the correct date.

For me, the time is off (I think it's showing GMT?) but date is correct.

I tested on 2 different pc's. My PC is the latest official toad and the other is older. On my pc, the same date and time as this mornings screen shot.
