the usual, submitted my info for toad for oracle, went to install, asked for key, i never got the email and i dont have control of our corporate email security and spam filters so if this is why its not arriving, there isnt anything i can do about it.

I would call Quest and speak with a Sales representative, or even Support to make other arrangements for license key delivery that would work for you.
