Not opening SQL-File on startup

Toad for Oracle 13.2 does not open an editor-window with the SQL-File entered in StartUp-Options

I am not able to reproduce this in version 13.3.0.181.

Also, is it possible that the file is in a place that is unreachable by Toad?
