I am getting OCI Dll error when trying to connect to the DB on windows 7, 64 bit machine…

Did you make sure that your taod and oracle client are both the same bit size – so both 32-bit or both 64-bit? You cannot mix and match – and prior to 11.5
toad is 32-bit only.
