It always occurs when you create a package in a different schema and when you confirm the first dialog:

Thanks. We've changed a compiler setting recently so that errors which may have slipped by in the past will no longer slip by. This will be inconvenient at first, but we will fix these as soon as they are found. Hopefully by fixing these things we'll have a more stable Toad in the end. I think these bugs that were slipping by with the old compiler setting were building up over time, and contributing to Toad being unstable for those who leave it running for days and weeks.
Anyway, we'll have this fixed for next beta. Please keep reporting any of these you find.
