It is now called “Rerun”

Dino, it's still called SQL Recall. I can't recall if it must be added back to the toolbar when upgrading, but F8 will open it and it's available from the View menu. If you don't see it on the View menu then rt-click on your toolbar and choose Customize. Activate the Commands tab and select the [ Unused ] category on the left side. Scroll down on the right and you should find SQL Recall. You can select/drag it back to the View menu from there.
