Please contact support with installer issues.
In the meantime, you should be able to download the Toad for Oracle .msi files from the support portal to get you going.

Good Morning Support,
I just installed TOAD 12.7.0.121 this morning on two workstations; both failed to instrall TOAD Data Modeler 5.4.6.12_x86 but I installed 64-bit TOAD; the mix of 32-bit TDM and 64-bit TOAD
should fail every time.
