Unfortunately, Toad for Oracle doesn’t currently support using Visual Studio Online (formerly Team Foundation Service). Many of the calls Toad for Oracle uses to connect to Team Foundation Server don’t work correctly with Team Foundation Service. It is something we’re researching for a possible future release; but right now, it’s not currently supported.
In doing a bit of research, I came across a few posts talking about connecting to Visual Studio Online using the command-line client (tf.exe). You might be able to use that to connect to VSO; however, there appears to be an issue using their command-line client with alternate credentials. They suggest a couple of workarounds for this, which you can reference here:

The command-line client will be slower than the internal client, but it might allow you to connect to your online repository.

I’m trying to connect to our Visual Studio Online service through the Team Coding Configuration. My closest option is Microsoft Team Foundation Server (2005-2010).
Should this work?
I enter my server name and check the SSL box and entered 443 as the Port. Note: The URL listed on the configuration screen doesn’t say https:
I’m never prompted for a username/password.
When I try to select a project it tells me I must be logged on to VCS.
I’ve logged directly onto VSO using https://.visualstudio.com
Any suggestions?
