I had recently received a new version of toad installed on my system and whenever there is an error in query execution the error messages are appearing in swedish language. I am working for a swedish client. I wish to know what to change so that error message language changes back to english.

The most likely reason for that is you are on a Swedish OS. The error messages actually come from Oracle so we simply accept the message from Oracle and display it to the user. I see the same thing with previous versions of Toad on my Chinese OS. See the attached screen shot from 12.1.
I believe it’s actually controlled by the Oracle client. You might want to re-install the client and be sure to choose English and the language - it probably defaults to the OS language which would agree with what Greg said.
