Will there be a Toad for Postgres or a Toad Edge for Postgres anytime soon? If so, is there a range of time within which this product would be released for production/commercial use?
PostgreSQL should be available later this year according to “…PostgreSQL support, which we expect out late this year.”

Is it possible to get a specification what features will be in Toad Edge for Postgres?
We are about to buy a SQL tool for Postgres and would like to know if it’s worth the time to wait for Toad Edge for Postgres…

Though the precise features are not known presently, should be similar or better to PostgreSQL support in Toad Data Point. As mentioned before another SQL tool is not required other than Toad Data Point and Toad Edge support to be added.

We are expecting to have a technical preview of Toad Edge for Postgres out in January 2018 and a commercial version a few months after that.

Is there a plan for Postgres 11 support in TOAD Edge?
PostgreSQL 11 support has been added in 2.0.7, it is already available on ToadWorld.
