I will be getting a new laptop in place of this ancient desktop that I have been working on. How do I transfer the license from the desktop to the laptop when the time comes?

Toad for Oracle license is per user. You can retrieve your license via:
Click Change License in the licensing dialog: Help -> License.
Then use the link Retrieve License Key.
You will need to provide the email address associated with your license.
