If you view the Unified Audit Policy at the CDB level, you can see the policy you have created. When you apply this to all containers and switch to viewing the PDB, the policy does not show up in Unified Audit Policy.
From sqlplus, you can set your session to the PDB container and run, "select policy_name from audit_unified_enabled_policies;" to see what policies are set.
SOLUTION: Add viewing CDB Unified Audit Policies at the PDB level, and indicate with an asterisk or something the policy is from the CDB.
