We have seen that some anti-virus programs (e.g. McAfee and any who’s
underlying technology is licensed from them). The easy fix is simply to add Toad
to your AV white list under options. We’ve already told McAfee and they
have added info to their support site. But even if you are using something else
for AV – try the whitelist solution.
I got extra.dat from mcafee’s website but it did not seem to help.

Getting the new dat file will not help – McAfee has a known issue which
you can read about on their support site – the only work around until they
fix this is to whitelist toad.
The issue was with my home wireless printer. Somehow in the ‘printers and faxes’ group, I had two entries for the same printer. I realized that while printing a document from Adobe Reader, adobe experienced exact same delay before opening up the print dialog.
Both Toad and Adobe’s print dialog open up in 2-3 seconds after removing that erroneous printer entry.
